High power consumption when attempting to load firmware & software

Analysis Procedure(s):

With ohm-meter, measure 100 ohms across line input terminals.  Lift B28; measured 100 ohms across DC-DC converter side. Removed bottom power supply cover shield. Removed C142.  "Short" gone.  Measured 100 ohms across C142.
Loaded CPLD. Loaded configuration memory. Board does not config-boot.  Loaded flash via JTAG OK.  Monitor flash boot at serial port... Noted 5 dots, but no boot version message.  Set aside for further debugging when time permits.
Noted solder flux not cleaned from power supply terminals, and top shield,  before installation of bottom shield. See pix below.

Oblique view is best for showing up the solder flux residue which is clearly obvious to the eye.
