Probed for oscillator waveform at U60-1, and TP38. No waveform observed.
Probed L14. Some waveform there.
Discovered L13 missing; apparently knocked off during handling.
Some minor 'damage' on pad of C447.
Root cause:
Missing component.
Mitigation:
Replace, test and mainstream.
Should bring this to the attention of the board loader.
