Config Boot JTAG error

Analysis Procedure(s):
Download CPLD successfully. Configure jumpers, and attempt to
load config memory. Quartus does not recognize any devices on the
JTAG chain.
Discovered that the 3.3V power supply voltage was low.
Root cause:
Possibly the sub-standard
soldering down of U8.

Mitigation:
Replace U8
Disposition:
Attempt to mainstream.
